The Presidency Conferense, organised in Athens from 25 to 27 November 1993, set as its primary objective to look for the shape of things to come in the first semester of 1994, and for the direction that the Greek Presidency would take. Tension was already apparent in the Conference, even before the formal start of the Greek Presidency.
